To the editor: A caution for voters on Measure 50: 1. The Constitution should be amended only under the most specific conditions, and never during an off-year election. 2. It is poor judgment, no matter how one feels about smoking or smokers, to pass a measure that places the onus for payment on addicts who have little or no say in the matter.
