DRIVING UNDER THE INFLUENCE OF INTOXICANTS (Controlled substances) and POSSESSION OF HEROIN: Tyler Ray Richards, 32, of Walla Walla, Washington, 10:20 a.m. Thursday, and Interstate 84 and Chandler Lane Connecting No. 1 Road; jailed and later released.

NO INSURANCE and FAILURE TO DRIVE WITHIN LANE: Teaonia Helen Avery, 28, of Baker City, 10:15 a.m. April 4, on Highway 30 near Baker City; police said the citations were issued after investigation of a crash in which the Dodge Neon Avery was driving went off the highway and through a fence, coming to rest in a field.
