THEFT OF LOST OR MISLAID PROPERTY and POSSESSION OF METHAMPHETAMINE: Joshua Milton Thomas, 28, of Baker City, 11:39 a.m. Monday, in the 2300 block of Madison Street; jailed. Police Chief Wyn Lohner said Thomas was found in possession of two Visa bank cards and an Oregon Trail Card, which provides electronic transfer of benefits through the Supplemental Nutrition Assistance Program (SNAP). The cards belonged to Melissa Fulfer, 43, of Baker City, Lohner said. Thomas also was found in possession of a small amount of methamphetamine during the arrest, Lohner said.
