Tuesday night’s Baker County Planning Commission hearing on a proposed new zoning ordinance featured testimony — heated at times — from two distinct groups.

One was volunteer firefighters who helped write a section of Chapter 340, on transportation standards, designed to help them transport crews and equipment to rural residences in danger of burning down.

The other was rural landowners and property rights advocates, who worry that proposed rural driveway requirements could cost them thousands of dollars.

Some homeowners in Northeastern Oregon might be eligible for home rehabilitation loans that don’t require repayment as long as the recipients live in the home.

Those with low to moderate incomes in Baker, Grant, Union and Wallowa counties might qualify for a loan through a program administered by Community Connection of Northeastern Oregon.

Money for the program comes from federal Community Development Block Grants that are distributed by Business Oregon.

Kale Elmer, manager of the program for Community Connection, told the Baker City Council on Tuesday that the loans are limited to $24,999.
