The pothole was a problem.
But it wasn’t the only potential pratfall for boaters using the only year-round access ramp at Phillips Reservoir.
The asphalt ramp near Mason Dam, built about half a century ago, was in pretty poor shape, said Dave Plummer, engineer for the Wallowa-Whitman National Forest, which is responsible for the ramp.
“The existing ramp had potholes, and one, right in the middle, was more than a foot deep,” Plummer said. “We were getting a lot of complaints about it.”
So was the Oregon State Marine Board. Officials from that agency encouraged the Wallowa-Whitman to apply for a grant to replace the ramp.
