Sen. Robert Packwood, R-Ore., has scheduled a hearing on health care reform in Baker City next week.

Packwood has asked Larry Griffith, executive director of the Baker County Chamber of Commerce and Baker City mayor, to testify about what the city’s business community thinks about the requirement that emploiyers provide health care for all employees and pay 80 percent of the cost.

After two work sessions, the Baker City Council is ready to hear what its constituents think about the city’s proposed property maintenance code.

The new ordinance, prepared after months of study bycity staff and review by the city’s contract attorney, Dan Van Thiel, seeks to rid Baker City of “unkempt, unsightly, unsafe, unsanitary and otherwise improperly maintained premises and structures” which “adversely affect the value, utility, and habitability of the property within the city as a whole.”

A recent federal court ruling reducing the amount of power produced at eight federal dams on the Snake and Columbia rivers won’t boost bills for Oregon Trail Electric Customers after all.

At least not this year.

The April 2 decision by a three-judge panel of the 9th U.S. Circuit Court of Appeals could cost OTEC members in the future, however.

“It appears to be a one-year reprieve for a five-year problem,” Anthony Bailey, OTEC’s chief financial officer, said in a press release. “It is possible that next year our members may see a larger than usual rate increase to make up for costs not fully recovered in the previous year.”

At issue is how much water in the Snake and Columbia rivers is diverted through the power-producing turbines in eight dams, and how much passes through the spillways without generating electricity.
