A Baker City man is charged with a felony for possessing electronic images of sexually explicit conduct involving a child.

Rodney Scott Allen, 54, of 2234 East St., was arrested around 6 a.m. Wednesday, according to the Baker City Police Department. He is charged with second-degree encouraging child sexual abuse, a Class C felony.

The arrest happened after FBI agents served a search warrant at Allen’s home as part of an unrelated federal investigation, Baker County District Attorney Matt Shirtcliff said.

While serving the warrant, agents found the images on an electronic device, and that led to Allen’s arrest, Shirtcliff said.

The federal investigation continues and other charges related to it are possible, he said.

The state charge requires only that a person possess the sexually explicit images, Shirtcliff said.

The person charged does not have to be in the images, or to have taken them. Shirtcliff said neither was the case with Allen.

Allen was arraigned Thursday afternoon, and full bail was set at $50,000, Shirtcliff said.

That means Allen would have to post the entire bail to be released, rather than 10% as is the case in some instances.
